When saving a web page how to make "Save as a complete web page" always as the default over another.

I always save in such way.. please help me ! Thanks before.

You can try changing "chrome://flags/#save-page-as-mhtml" to "Disabled".

Are these flag saved in local storage? What's the folder name precisely?

No, they are saved in "Local State".
