The icon in the URL bar offering to translate foreign language pages always fails with the message "This page could not be translated".

Most recently tried it on this page: http://www.spiegel.de/politik/ausland/to...41918.html

Here it works well.

The translate feature in Chromium was not stable sometimes.
And you may try changing your DNS servers to 8.8.8.8 and 8.8.4.4
