When I'm running into foreign text, the context menu "translate to English" is always failing with a "this page could not be translated" message.

Can you provide the URL for testing?

This problem came from the Chromium 77-78 versions.
most of the websites are translats fine, but some of them, like https://chrome.google.com/webstore/
have problems with translation.

Thanks for feedback. What release 80 are you talking about? The release of 79 Chromium will only be on December 10!

I haven't seen it work anywhere. On this very page there's some foreign text, and if I try to translate the page, it fails.

Perhaps you have a local problem, perhaps the work of translation prevents some browser extension? I have here the translation of the page works without any problems.

And as colleague Shanti09 wrote above. This is a bug not a Cent, and Chromium.

I don't think so. Here's a screen record of a completely fresh portable install with zero customizations.
