Yes, it is under control of the flag chrome://flags/#top-chrome-md.
"Normal" indicates old design.

If search is disabled, what to do if the user write something in address bar and press Enter?

well i expect an address bar work like an input box based on url queries as it was initially supposed to in opposite to search box with according purpose
so taking in consideration the fact we already have a search box in our simple and elegant speed dial we should have an option to exclude this complicated behavior from address bar and let it make standard queries as

Which, at this rate, it feels like it's going to be never. They keep switching which version they're gonna update to, and have already failed their last release date (before October). It's getting worrisome how little transparency there is.
