4.3.9.241 - it's put scrollbar on chrome://flags page, but it's not on the page chrome://settings
4.2.10.171 - conversely - it's put scrollbar on chrome://settings page, but it's not on the page chrome://flags

Are these changed flags in each Chromium update?

This feature was broken by Chromium update.

We may disable Flash sometime after Chrome.
You can disable it by yourself in chrome://settings/content/flash before that.
