Maybe their Cookies were expired.
You want all Cookies be persistent?
This may have huge security risk.

maybe I found out what's happening at work and I've been synced out of sync,
my computer receives policies every hour or so and
I saw these entries in my event viewer / security

so, the "security descriptor" changes (is different each time) and
because chrome sync is tied to a whole bunch of data of a pc,
it recognized that something has changed, so it requires that I sign in again

Is your computer in a domain and controlled by domain controller?
Have you checked chrome://policy and your anti-virus?

This is forcefully loaded extension, check https://www.chromium.org/administrators/...lForcelist
Not sure it was related to Cookies.
But you may try resetting policies by executing this .bat file with administrator privilege.

yes, I found out, it is symantec extension that is forcefully installed,
even if I reset the policies, they are forced by the domain/administrators,
so I won't achieve much,
it could be related not so much to cookies but to syncing,
because I've been getting "sync paused" messages often

If possible, you can disable symantec extension and even symantec itself temporarily, and check whether the issue persists.

If it is not at your working place, you can quit your computer from the domain.
