最新版百分，在后台打开的标签，滚动条 出不来。 百分百复现。

（也发现 最新版edge，后台标签，滚动条也出不来。）

;P 我觉得这大概率是 Overlay Scrollbars 在 Windows 上还没有优化好的原因，而且百分用的内核本身也落后 Chrome/Edge 正式发行的内核。
