Please move the cursor onto the maximum button of Windows explorer window(Press WIN+E)
And compare the size of the tooltip window.
This may be an issue of Windows.

So this may be browser issue.
Have you appended any command line in chrome://settings/cbOtherOptions?
Especially like --device-scale-factor=xxx
And have you disabled DirectWrite?

I also have this problem in a specific configuration, if it can help.
At work, I have a multi-monitor system but the screens have different zoom factor (1 at 200% on my laptop and the two others at 100% on external screens, the main screen is one of the 100%-sized).
When I open Cent and place the window on the 200%-sized monitor, the interface automatically resize to adopt the new scaling factor, except for the tooltips and the folder selection dialog when saving a file.
But this problem does not appear if I use only the laptop screen, all the interface is correctly set to the scaling factor of 200%.
