it happens from time to time after I open a new tab

You can try changing "chrome://flags/#tab-hover-cards" to "Disabled", or disabling hardware acceleration.

both are disabled,

the problem doesn't happen when I hover with my mouse over a tab,
the problem is that my whole page becomes smaller, much smaller,
both width and height

May be related to your Chrome theme.
Have you tried safe mode?

I'm not using a theme,
it happens randomly, after many hours of using the browser without closing,
I wouldn't want to try it in safe mode for that many hours
