I suspect these rounded corners has an invisible shadow on top preventing to trigger the hover.



Moreover you can click through it, super annoying. Would take a while to get used to. 



I remember was doing these lame things with vb6 and delphi5 like quarter a century ago. Now it's considered cool again and "touch friendly".
