This has been going on in chromiums for a long time. Maybe it was changed in previous versions cent, but not now?

The problem lies here. When the browser can't write to the "SystemTemp" directory, it uses the "Program Files" directory. This is easy to change, but it's a subtle security measure that shouldn't be modified in principle.
