Maybe registry issue.
You can try running cmd with Administrator privilege, and executing
assoc .pdf="C:\xxx\yyy\zzz.exe"
You need to replace the .exe path with your FoxitReader's path.
And enable the option "Download PDF files instead of automatically opening them in Cent Browser" in chrome://settings/content/pdfDocuments
