Have you tried changing "chrome://flags/#smooth-scrolling" to "Disabled", or disabling "Use hardware acceleration when available" in chrome://settings/system?
And was this issue occurred in Chrome and Firefox?
This is HTML5 game, so definitely nothing to do with Flash.
