This is intended behavior, inherited from some old Chromium browsers.
If you want to show the system menu, you can press Shift and right click the new tab button, or right click empty area on the tab bar.
For your request, you may look into the options "When middle clicking on tab" and "When middle clicking on the tab bar" in chrome://settings/cbTabOptions
