No, password saving has no relation with SSL.
Have you tried running the browser with safemode.bat(under the same directory of chrome.exe)?

This may be restricted by the security policy.
You may try changing "chrome://flags/#PasswordForceSaving" to "Enabled".
Then restart the browser, right click the password field and select "Save password" after password entered.

Unfortunately it didn't help. This problem is global, not just at me. You can try connect to any router with non-secure ssl or with unifi controller or esxi 6+. all of them have problem for save passwords and the only thing that unites them is "non-ssl".

Can you visit it with http://192.168.230.249/ui/#/login?
There is another tricky way:
You import its certificate to the trusted area of your system certificate store(run certmgr.msc in cmd.exe)
Then this site won't be marked as "Not secure".

Whenever you are trying to set your router's password then 1st thing you have to remember non ssl password can't be set at first. You have go with the SSL first then after that you can go through with non ssl password reset of router.
