scroll problems

I'm having issues with scrolling in various pages lately,
just now while I was watching a youtube video,
I pressed to switch from top comments to most recent ones and
scrolling stopped working,

it happens every time,

I tried the same youtube behavior in chrome (same extensions and settings) and scrolling works there

I also have problems with scrolling on different sites from time to time(scrolling by mouse wheel stops). The patterns are not yet tracked. I do not use Chrome, but I see the same in Vivaldi. Struggling with this page update. (WIN10 CB 3.9.2.45). I'm waiting for the update, let's see how the new version will behave.

Have you tried changing "chrome://flags/#smooth-scrolling" to "Disabled".
Maybe Youtube requires the latest Chromium core to work with.

I have a suspicion of built-in mouse gestures. Since I have had experience of similar problems when I used the CRX gestures extension.

I don't use mouse gestures at all, is there any switch I can disable them?
I had searched in the past but I don't think I found one

Have you tried running the browser with safemode.bat?

it should be related to youtube, as you said, because I've noticed it happens when there are youtube videos in the page, embedded or not
