You can enable "Clear browsing data on exit" in chrome://settings/privacy, and check only the option "Browsing history" in chrome://settings/clearBrowserData.

yes, I have, but it's not what I asked still,
I asked if there's a way to totally/completely disable this function,
with a cb flag maybe?

No, it is not possible, unless you start the browser with command switch "--incognito".

no, I wouldn't want incognito, because that would mean that I wouldn't have my cookies,
