Yes, this is for porting purpose.
We removed some protection for extensions, so you can easily modify your extension script and resource.
And also you can move whole Cent portable directory to any computer your extensions can still be loaded properly.

And you don't need to change that option, because whether it is checked or not, passwords and cookies are encrypted, only the algorithms are different.
