Add a button in the address bar ("Auto Refresh Page").
The choice of values:
1) Do not prohibit
2) Set manually
3) Prohibit
4) Every 1 minute
5) Every 3 minutes
6) Every 10 minutes
7) Every 15 minutes
8) Every 30 minutes
9) Every 1 hour

I need the value "Prohibit".

There is already many extensions of such feature.
You may search "auto refresh" or "auto reload" in Chrome Web Store.
And check whether some of them can fit your needs.
