I understood what the problem was. I've been updating the portable version for too long without changing user data. Is it possible to somehow update the portable version without losing user data?

In general User Data can adjust itself during Chromium version update.
You can use "Check for update" command in Alt+F menu to update the browser.
For the current issue, you can try resetting your Settings and chrome://flags
