Insufficient Permissions when downloading

Whenever I try to download anything to any folder I am getting a "Failed - Insufficient Permissions" error and no matter what I do I can't get the browser to download the file. I've tried running it in Administrator mode, I've turned off all my extensions, I've tried using an external download manager, nothing works. The only things I can download are images if I have them open in the browser and drag them to the folder I want them in, if I try to save it through the menu, the download fails. 

Version 4.2.10.171 (Official Build) (64-bit) (Chromium 80.0.3987.163)

Have you tried running the browser in safe mode?(command in Alt+F menu)
And you can try resetting group policies:
http://static.centbrowser.com/other/reset_policies.bat
And import this file to your registry:
http://static.centbrowser.com/other/fix_..._error.reg

Thanks! I reset the group policies and imported the registry file and downloading is working again.
