Above all, the concept of animation is very wide. There are many animation types: audio, video, audio+video, GIF, image scrolling, pop-up image and notification etc. Moreover, some are against animation; but some want to watch it. Therefore, no developer wants to block it completely.

Now let us come to Vivaldi: You wrote above "Vivaldi has the option to disable animation", but you did not specify which animation will be blocked.

Vivaldi can only block the following two animations: "Tab Muting" and "GIF (Image) Animation"

These two features are quite positive for Vivaldi; but Vivaldi also has many negative aspects like his mother Opera.

For example, in all Chromium-based browsers, you'll have access to the original Chromium settings through "Menu > Settings", but in Vivaldi you'll only have access to Vivaldi's own settings in this way. To access the original Chromium settings in Vivaldi, you need definitely to type "chrome://settings"  in the address bar and click Enter. Moreover, Vivaldi's official site and forum do not provide any information about this.

Therefore, this behavior is to try to hide the original settings from the user for malicious purposes...

As a result, Cent Browser is currently the top quality of Chromium-based browsers. We are also aware that the Cent Browser developer is not a person who is supported by Google. We hope the same success will continue from now on...

NOTE: To prevent GIF on Chromium-based browsers  other than Vivaldi, the "Animation Policy" extension is a very suitable solution. If this is not enough (e.g. in Opera), the manual blocking feature of ad blockers [e.g. uBlock Origin, AdBlock (by getadblock.com), Adguard ] can be used.

I just asked would have put the option to disable the animation of open and close tabs.
