Generally they may need to use some new CSS or JS features.
But sometimes this is not serious decision because Chrome is always updated, so the risk of limiting Chromium version is low.
In most cases the restriction can be bypassed by changing User Agent.

Or you can build beta after fixing the update error and build the release
