Нет обычный режим, браузер использую в портативном варианте х32 ,
safemode.bat находится в тойже директории где и chrome.exe но запускаю браузер через chrome.exe .
Это была просьба запустить браузер в безопасном режиме через Safemode.bat и написать осталась ли проблема.

Опробовал работу браузера в режиме

Have you check the option "Switch tabs by scrolling with the mouse wheel in the tab bar" in chrome://settings/cbTabOptions?

Интересно получается , при отключении и тут же вкючении
"Switch tabs by scrolling with the mouse wheel in the tab bar" прокрутка начинает работать правильно до следующей загрузке браузера.

Please try changing the value of "Minimum tab width(px):" in chrome://settings/cbTabOptions, and test whether the issue persists.
